The project followed typhoon Haiyan which struck the Philippines on 08 November 2013. After a SET intervention (shelter, NFIs, WES), SDC conducted a Short Actions and Early Recovery program comprising of a Water & Sanitation, School Infrastructure Repair and Conditional Cash Grant components in North Cebu and West Leyte regions.
Objectives: short intervention for rapid repairs of school infrastructures with improved EQ & cyclone resistance and adapted WASH equipment.
- Most school buildings partially (roofs) to totally destroyed on typhoon path.
- Authorities slow to set up and launch a proper recovery plan.
- Classes done in tents and makeshifts still 9 months after typhoon.

Temporary School Structures, when no repair possible.
- Pilot phase: a few initial REHAB (repairs) and TSS (Temporary School Structures) were made to set the bases for the Early Recovery phase (contacts, designs, costs & material control) through direct SDC implementation and follow up with LGU provided worker teams.
- Early Recovery: scale up operation through SDC implementation and follow up with contractors for 1 to 5 sites. REHAB (23 CR), TSS (3 CR).
- REHAB: technical assessment, selection of buildings, rehabilitation with special designs (precise DRR concepts and REHAB & TSS designs).
- TSS: timber structures using local coco lumber (plenty available fallen during storm) with special designs (precise DRR concepts and REHAB & TSS designs).
Use of local materials locally available and adapted to technical competences.
